Expresses disappointment regarding the low attendance rate for the meetings regarding the Statement of work of the Outlook Tower. Outlines the main points from the minutes of the meetings. Proposes the creation of a Business Committee and of a General Committee. Refers to the University Hall, Chelsea, and the support the scheme received from the University of London. Mentions the project for 'Chelsea a Collegiate City' and the meeting with the mayor, councilors and local citizens. Believes a similar support as the one in London should be given in Edinburgh for the Outlook Tower and the regeneration of the Royal Mile. (Pages are missing). -

Discusses plans to open a University Hall in Chelsea, London. Describes the location of the proposed University Halls and organisational details. The Hall would be designed to provide cheaper and more comfortable lodgings for students. The advantage of the Hall would lie in fostering contact among students of varying opinions and occupations, which can be seen as educational and stimulating in itself. Such interactions could lead to 'fresh beginnings in thought and in action'.
Patrick Geddes makes an appeal regarding Crosby Hall and Chelsea University Hall and pleads for the cooperation between the Town and Gown Association and the University and City Association of London. He also discusses John Ross' 'calamitous intervention' in negotiations between the two Associations regarding the University Halls. Proposes two motions related to Business Committees, encloses a ‘Sociological Society’ Abstract [not extant], the ‘Town Planning Paper’ related to the Outlook Tower [not extant] as proof. Mentions martin White, Victor Verasis Branford, Professor Crum Brown.

George Douglas presents his compliments to the Masque Committee and regrets he cannot attend the meeting on 29 January regarding the Masque of Learning.
Informs the secretary that Lavy Salvesen is abroad for a few months. Edm. F. Salvesen has many duties which prevent him from acting as a member of the Committee for the Masque of Learning.
Miss Dodds regrets she couldn’t be present at the Committee Meeting on the 29th of January and that she is unable help with the Masque of Learning for health reasons.
Expresses interest in the Masque of Learning. Regrets not being able to attend the meeting of that day. Informs the secretary he will be unable to help in any way as he is away from home and will return in March.
Mr. and Mrs Findlay regret they are unable to accept the invitation of the Semi Jubilee Committee of the University Hall to become members of the General Committee.
Asks Patrick Geddes whether he could contribute in any way possible to the organisation of the Chelsea Historical Pageant. J. harry Irvine informs Geddes their main concern is finding men of all ages to play parts of the crowd. Encloses a booklet and other documents related to the pageant [not extant].
Acknowledges receipt of the note regarding the ‘Masque of learning’ dated the 26th of January. Regrets he cannot take part in the masque as he is very busy and hopes the masque will be a great success.
