Correspondence (including telephone memoranda) and papers relating to OEDA application for certification against the Community Legal Service (CLS) Quality Mark (at the General Help Level). As of March 2000, OEDA was listed as an entity in the 13-volume CLS Directory, prompting the organisation to decide against a proposal to outsource its telephone line to Rowley Ashworth solicitors. From 2002, OEDA actively worked with the Inclusive Quality Project (IQP) to comply with the quality standard.

The Legal Aid Board/Legal Services Commission (LSC) developed a range of quality marks in the late 1990s and early 2000s. These covered all levels of information, advice and legal representation services. The CLS Quality Marks provided a range of compatible quality marks that could be applied through all levels of information and advice provision. The concept came to an end with the introduction of the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Act 2012.
