Papers and correspondence relating to the Langbaurgh public inquiry, 28 April 1981.

In 1980 Langbaurgh District Council adopted an anti-asbestos policy, refusing planning permission in six cases on the grounds that the projects involved asbestos use. Langbaurgh's policy was unusual at the time in that it was applied to both public and private building projects.

Appeals were lodged against the refusals. Four of the appeals came from local builder C & J Buckley and were backed by the Cement Manufacturers Association. During the ensuing public inquiry, Langbaurgh District Council was represented by QC Peter Boydell and called on evidence from Nancy Tait (SPAID) and G E Rushworth of the Glasgow-based Cancer Prevention Society.

SPAID's testimony at the inquiry, it was later asserted, "brought to light a lot of new information not available at the time of the Simpson Report in 1979" (House of Lords Debate 1 December 1981, vol 425 cc1008-31).

Langbaurgh was a borough in North East England.

The first component includes a copy of 'Comments from SPAID on diagnosis of asbestosis by Pneumoconiosis Medical Panels' [1979] and correspondence of Max Madden MP, 1974, among others with members of a Hebden Bridge group practice proposing to undertake an asbestosis study including retrospective survey using semistructured interviews, retrospective death certificate survey, and prospective asbestotic survey.

Lisson Green Estate asbestos monitoring

Papers and correspondence re asbestos removal monitoring on Lisson Green Estate, 1984, a joint monitoring exercise involving Westminster City Council, scientific staff at Queen Mary College (QMC), and SPAID in the role of consultant to the tenants association.

Includes laboratory notes on QMC sampling analysis (using electron microscope technology), also report of airborne fibre sampling by the firm MSAX Services and report for SPAID by Casella London Limited Analytical and Environmental Services; this consisted in a 'sketch plan of the airborne fibre sampling programme for 21 Horwood House, Lisson Green Estate [etc]'.

Apparently there were problems with the project. Significantly fewer samples than planned were analysed and no written report emerged.

Correspondence and papers arising from a request of the governors of Winchmore Hill Primary School to advise on asbestos cement roofs of the school canteen and adjacent single story buildings. Includes

Papers and correspondence in response to a call from the National Audit Office to contribute to its study on the Industrial Injuries Scheme.

Includes drafts of SPAID response with extensive attachments, containing information on how the administration of the scheme is failing those who suffered disablement as the result of an industrial accident.

In compiling the SPAID response, sensitive persona data was used, including medical records, information on individual claimants & details on progress of their cases with the Benefits Agency, Medical Appeals Tribunal, etc.

In 1991 a primary appraiser of the Welsh Health Planning Forum was asked to provide a broad picture of respiratory disease as seen from the patients' perspective, based on desk research and the experience of experts. The People Centred Panel of Review were asked to develop a joint technical document from the original appraisal. Nancy Tait served on the panel.

Invitation from the Law Reform Advisory Committee for Northern Ireland for Nancy Tait to comment on how often industrial injury claimants encountered the issue at the heart of Arnold v. Central Electricity Generating Board (i.e. latency) and that dealt with in Bradley v. Eagle Star (i.e. multiple employers).
