Reference to International Syndicate and its arrangements; the growing popularity of the Current Events Clubs and the possibility of promoting the Tower Classification; Patrick Geddes's Scheme of 'an Outlook Tower bookcase'. Mentions [John] Ross's work at the Passmore Edwards. Marr suggests application of idea with newspaper cuttings and notes on current events being produced for libraries and schools. Possibility of arrangements with Educational Supply Association, Messrs. Nelson, publishers, and the Library Bureau, in order to create reference tool for librarians and libraries. Includes sketch by T.R. Marr of proposed bookcase.

Further arrangements for accommodation and conference space for Exposition. Suggestion of space in or near Trocadero. Reference to M. Delvolvé, [ ] Choublier, Maurice Caudel, Octave Greard, Louis Liard, Ernest Lavisse, Alfred Espinas, Caen. Asks to be enrolled as a member of a new 'Synthetical Association' and suggests Patrick Geddes as president. Discusses the 'Edinburgh influence' on the growing insistence on the need for co-ordination and co-operation; describes the influence of the Outlook Tower ideas on the University Settlement at Manchester. Acknowledges receipt of the letter of the 11th of November and 12th July. Discusses the rent arrears for the Outlook Tower, the costs for the development of the Tower paid by himself and the Town and Gown Association. Explains the rent was not paid on time due to all the earning from the Tower being spent on equipment. States he had no further implication in the matter for nine years. Informs the secretaries he cannot pay the sum and was not aware of Patrick Geddes’ initiative of the Summer Meetings taking place in the Tower.
