M. J. Sanders papers

  • GB 249 SAND
  • Collection
  • c.1958-1991

Documents the activities of the safety officer of a national environmental research laboratory in the late 1960s.

At the time, new regulations concerning asbestos were in the making. The Warren Spring Laboratory (WSL) was asked to look into their implications for working environments in Mintech (Ministry of Technology) establishments. The core of the M J Sanders papers consists of a series of minutes of meetings and draft reports, relating mainly to asbestos. The remainder is publications, with very occasional intercalations of correspondence.

Books and booklets found with the material have been transferred to the OEDA Library and can be identified through the University of Strathclyde Library catalogue.

Notes in M J Sanders hands, n.d. Also product specs for Sindanyo non-asbestos heat resisting boards, including samples, and the following sets of photographs:

  • black and white photographs showing details of a machine at the WSL with instructions to operate it only when the water is running
  • black and white photographs of air pollution measuring equipment and extensive documentation of a suspected asbestos tip
  • black and white photograph of an asbestos fume cupboard at WSL
  • black and white photograph of tissue cut for analysis (wet, formalin fixed lung tissue, 1.5 grms) and nuclepore filter (pore size 0.2 microns) with gold support grid for carbon film

Minutes of meetings and drafts of reports on asbestos, 1967

  • typescript 'Work of WSL on asbestos' n.d.
  • typescript notes on a visit to MRC Air Pollution Unit, Medical College St Barts, 17 July 1967
  • photocopy of report (by M J Sanders) of British Occupational Hygiene Society (BOHS) conference, Newcastle, 12 September 1967

Further includes Sanders' personal aide memoir of a discussion at Tilbury House, Treasury Medical Service (TMS), 25 October 1967. The members of the Sub-Committee were A Mendoza, Gerard Lorriman of the TMS, Dr Chambers, J Parker (AP Division WSL) and Sanders
  • typescript paper (by M J Sanders) 'Sampling and measurement of asbestos in air', outlining the Mintech Safety Officers' interest in the problem and the WSL's activities regarding asbestos sampling
  • manuscript minutes (by M J Sanders) of a discussion at the Chemistry Department, Reading University, 8 November 1967. Participants included P F Holt (head of the Chemistry Department, University of Reading), Gerard Lorriman, J Parker and Sanders

Stuart Luxon was HM Superintending Chemical Inspector of Factories and Director of the Industrial Hygiene Unit in the Department of Employment.

Minutes of meetings and drafts of reports on asbestos, 1969

Includes 'Minute of visit to Turner & Newall, Rochdale, 20 December 1969' and papers re an asbestos conference organised by the Asbestosis Research Council (ARC), London, 18 June 1969.

The reason given for visiting Turner & Newall was: "WSL had been asked to look into the problems of monitoring working environments in Mintech [Ministry of Technology] establishments in regard to airborne asbestos; having in mind the requirements of the draft Regulations on Asbestos. Furthermore, the A.P. [Air Pollution] Division of WSL were concerned in monitoring environments other than factories. Another interest was in regard to respirators and finally he [M J Sanders] himself had an interest in the disposal of asbestos waste representing a concern of the Mintech Safety Officers."

Minutes of meetings and drafts of reports on asbestos, 1970

Manuscript draft of 'Report of the asbestos committee to Mintech Safety Officers Conference', November 1970, and photocopy of manuscript draft 'Asbestos Regulations 1969: a review for the guidance of staff at Warren Spring Laboratory', July 1970.

Further includes notes re photographs of electron microscopy "of Millipore Filter from an AP [air pollution] sample" and the photographs in question, January 1970.

For 'Mintech', read 'Ministry of Technology'.

Minutes of meetings and drafts of reports relating to asbestos

Mostly handwritten notes and drafts of minutes and reports, or carbon copies. Originally contained multiple copies, which have been disposed of in line with our appraisal policy. In chronological order.

From the mid-1960s asbestos began to form a focus of attention for the Warren Spring Laboratory (WSL), in particular of its Air Pollution Division. The institution was asked to look into the problems of monitoring working environments in Mintech (Ministry of Technology) establishments in regard to airborne asbestos, in conjunction with the requirements of the draft Regulations on Asbestos. WSL safety officer M J Sanders also had (in his own words) "an interest in the disposal of asbestos waste representing a concern of the Mintech Safety Officers".
