The School of Navigation was established in 1910 to provide seamen with the technical knowledge necessary to advance their career prospects. Its qualifications were recognised by the Board of Trade. The School was well equipped with different models and apparatus for imparting the principles of seamanship, navigation and nautical astronomy including an observatory complete with telescope, a mock navigation bridge, known as the Land-Ship, on the roof of the School, and four boats on the River Clyde which were used for practical training. In 1912, a steamer, the Vivid, was purchased as a training ship but it was wrecked in 1913 off Colonsay on its very first voyage after the purchase.

The Royal College of Speech and Language Therapists is the UK Speech and Language Therapists' professional body. It sets and maintains standards for the education, clinical practice, and ethical conduct of UK Speech and Language Therapists.

The Royal College of Speech and Language Therapists was founded in 1945, at which time it was called the College of Speech Therapists. The College was created when two pre-existing organisations, the Association of Speech Therapists and the British Society of Speech Therapists, merged. It was incorporated 02 Apr 1953.

The College introduced its own diplomas for Speech Therapists in 1947, and ultimately succeeded in introducing university degree courses in the area - by 1985, all new professionals were graduates.

The members of the College of Speech Therapists voted in 1991 to change their name to the College of Speech and Language Therapists, and there was another name change in 1995 (the College's Golden Jubilee year) making it the Royal College of Speech and Language Therapists.

The Academic Board began life as the 'Training and Registration Board', ratified by the Council of the College at the AGM on 30 May 1964. The Terms of Reference for the Board were:
"1. To maintain a Register of the Members of the College; Schools of Training; Students in Training

  1. To report regularly to Council on the Proceedings of the Board
  2. To promote and maintain a high standard of professional training
  3. To keep informed of developments in higher education and in professional training
  4. To promote for the membership of the College facilities for further studies and research
  5. To form a panel of advisers from the profession of Speech Therapy and allied disciplines."
    The name of the Board was changed to the 'Academic Board' at a meeting of 29 Mar 1972 when the Terms of Reference were revised (RCSLT/5/1/2).
    The 'Academic Board' was restructured in 1976 with the establishment of the 'Academic & Registration Board' from 01 May 1976, to which the functions of the Academic Board were transferred. The inaugural meeting of the Academic & Registration Board was 04 Jun 1976.
    The name informally reverted back to the 'Academic Board' on 26 Mar 1992.

The Examinations Board was appointed in 1946 with the first meeting held on 04 Jul 1946. The agreed functions of the Board were as follows:
"(a) To select and appoint a Panel of Examiners and to determine their functions.
(b) To instruct the Examiners Committee and receive their reports.
(c) To make recommendations to the Council on the date, time and place of examinations, and the conditions under which examinations are to be conducted.
(d) To exercise general supervision over the settings and marking of examination papers, and the conduct of the oral and practical examinations; to present the pass list to the Council; and to arrange meetings of the Panel of Examiners at appropriate times.
(e) To receive and disburse money in relation to the Examinations of the College and present accounts thereof to the Council."

From the meeting 12 Jul 1976 the Examinations Board is referred to as the 'Examinations Board (Committee)' and from the meeting 14 Feb 1977 onwards, it is referred to as the 'Examinations Committee'. The Examinations Board/Committee concluded by merging with the 'Advanced Studies Committee' as of 1986.

The Examinations Committee began as a committee of the Council until the formation of the Examination Board in Jul 1946. From then on, it became a committee of the Examinations Board that undertook executive duties in relation to examinations, and reported back to the Board. The first meeting of the Examinations Committee was 15 May 1946.

The Executive Committee was appointed at the first Council meeting of the College on 21 Oct 1944.
The first meeting of the Executive Committee was 02 Nov 1944 and its Terms of Reference were: "To administer the affairs of the College according to such policy as shall from time to time be approved by the Council".

We believe that the Finance and General Purposes Committee began life as a panel of the Council of the College of Speech and Language Therapists. In a meeting of the Executive Committee of 14 Dec 1964, under the heading 'General Purposes & Finance Committee', there is discussion of the increased workload of the Council. It is agreed that the Council workload would be reviewed and the 'percentage of items that could have been dealt with by the Executive' discovered. Shortly after this, in May 1965, the formation of four 'Panels' including a 'Finance Panel' was suggested by Dr McAllister. The panel was agreed by the Council on 17 Jul 1965 and its Terms of Reference were:
"i) to oversee annual income and expenditure
ii) to make recommendations regarding the annual dues of-
a) retired members
b) non-practising members
c) members in part-time service
d) reinstatement of lapsed members

It was also agreed that others not on Council could act in a consultative capacity..."
The panel seems to begin to be referred to as a 'committee' in Council minutes from 1966 onwards.

In July 1963, an ad hoc Finance Committee was appointed by the Examinations Board. This became a standing committee by Oct 1964 and its terms of reference were:
"(a) To advise on the finances of the Examinations Board and to manage the non-academic business of the Board
(b) to scrutinise the balance sheet before its submission to the Board, and to advise thereon
(c) to collaborate with the Examinations Committee on the financial aspects of the examination, and to co-operate with the Finance Committee of the College."

The International Affairs Committee was newly constituted from an old committee in March 1984. The Committee took an interest in matters relating to training in and practice of speech therapy in other countries. One of the Committee's main activities was to act as an information resource for the Academic and Registration Board. The Terms of Reference were:
"To seek out and promote international links with appropriate professional bodies and individuals.
To inform Council of significant and relevant international events.
To promote interest in international affairs by disseminating information to the membership through College.
To liaise with IALP on behalf of Council.
To assist the Academic and Registration Board on international affairs, including matters appertaining to reciprocal recognition."

The Overseas Therapists Licencing Subcommittee was formed under the name: 'Overseas Qualifying Examination Committee' in 1986 with its first meeting on 23 Sep of that year.
The duties of the committee were:
(a) To determine that the purpose of the Overseas Qualifying Examination remains relevant and to make such changes and improvements as are from time to time required.
(b) To institute such regulations for the Overseas Qualifying Examination as may be necessary and to provide the necessary Guidelines for Candidates.
(c) To organise Overseas Qualifying Examinations (in UK and abroad) through the College of Speech Therapists to include the setting of papers, practical examinations and vivas.
(d) To appoint examiners.
(e) To set appropriate fees.
(f) To take into account EEC legislation affecting the accreditation of those wishing to practise as Speech Therapists in the UK."
The name was changed to 'Overseas Therapists Licencing Committee' in Sep 1991.
